For my own ten cents, I also rock a little Gouken. He's a well designed character and very traditional but he's not complete. I think some of the Ultra changes will round him off though.
Having no hit confirm combo from shorts in this game hurts, having your reversal require meter AND hitting high hurts even worse. His double fireball is practically useless apart from meaty chip as it's a storage and he can't compete with command double fireballs like Sagat's or Ryu's. A lot of strings are untrue making his offence a bit risky and he's just all round a very "glitchy" character as far as wonky hit/hurt boxes go.
He does have good mobility and insane damage though (just no way to get at it without mistakes) and IMO he does better against some characters that give shoto problems (like dhalsim) but then get's raped by others (like Yun).
I think he's a contender for most improved if they keep the change log I last saw. But fuck knows, there are about 15 change logs.
